I was born, bred and educated in Hastings and have supported Hastings United over 60 years attending my first match aged 7. Although a distance away now, I still get to some matches and my son is a season ticker holder.Since 1956, the main grandstand has changed very little from my first match all those years ago - apart from some old bus seats being replaced by a few plastic ones. It's like a time warp. The Council seems to have invested little if anything in supporting its local team.When I look at our old opponents from my beginnings with the U's in the Southern League, almost all those clubs are now in higher tiers than us and some even in the EFL.A team like Salisbury City is a fine example of a club supported by its Local Authority where the ground became a major redevelopment with great facilities and a small shopping centre. Needless to say, they are in a higher tier than Hastings.I was very disappointed to read that outline planning permission for new ground has been deferred yet again.Hastings United now attracts gates well in excess of 1000 and, fingers crossed, might achieve promotion this year.It is time the Council supported its efforts with something more than endless obfuscation.

I am worried about the amount of traffic this will cause in our road, which is not able to take a lot of traffic due to the construction of the road surfaces. this road is a straight access from the ridge down St Helens Down, as we know the weight of traffic on the ridge is increasing and there is often hold ups at the top of Elphinstone RD in all directions . caused by traffic unable to turn into Elphinstone causing a tail back along the ridge both ways. It is only natural that people will take the easy way off and on to the ridge.
Would we be able now to close off our road to though traffic like Rock Lane? (The lower part of SHD is unadopted)
There is also a concern about the surface water coming into SHD from the Pilot field, already we are seeing a problem as more and more of the area is being built on from the ridge downward . with no effective drain off system in place as yet! what is in place to combat flooding in our road and Hoadswood Rd? (The Calvert is unable to take anymore land surface water run off

Points : there are so many! (Pilot field site)
Amount of housings units and out of date designs, these don't seem to include green energy systems, like solar and grey water reuses , and ground heat source pumps, insulation,etc which would see this sort of housing not suitable or up to date, and a need for extra costs in the way of grants by the time these houses and flats were built.
Traffic increases. Already a problem with the Ridge and often the side roads are used to escape congestion, lower St Helens Down in particular is disadvantaged as the road is not suitable for heavy traffic and is maintained by the residents. The Baird area is also highly populated with the extensive buildings already here, and a lot more being planed its important to have this land for outdoor activities, even if it wasn't any longer wanted by the Football Club it's certainly suitable for other activities. It not for the football club owners to dictate that we lose valuable open space for the residents of Hastings . If they choose to go then it's up to it's members to find suitable area and pay for it.
Destruction of habitat , there are well documented amounts of wildlife in this area and is certainly understated in the application. The felling of trees and established shrubbery just so they can park cars and if we're really honest it to provide views and to squeeze maximum amount of housing in this small area. The water drainage solution is pitiful to put in an attainment pond with out reference to whom would be responsible for the maintenance, and out flow into the creek which is already a problem now regarding escaped out flow of sewage. Trees and shrubs are an important factor in maintaining water control .
No real viable means to off set surface water drainage to an already over capacity water system, that is already causing flood damage to roads, houses and gardens lower down .
No NEW sewage system: to take used sewage water, "from houses" , southern water words, we're at capacity and needs a new large pipe which would have to be laid most likely in Elphinstone Rd . Nothing more was said about this and no provisions are likely to be included in town plans .
The model they used to calculate water is not taking into account of new buildings further up and taken from a particular dry year 2013, if the calculation was taken from 2012 it would have highlighted the problem with flooding more and is predicted to be the norm of weather patterns due to heavy downpours and flash flooding .
Lack of services, like doctors, there are no doctors surgery in Baird ward and people moving into the area would not be able to access doctors or practice Nurses as they are full to capacity in Hastings. This is already a problem!
Green spaces , although I totally understand the need for more housing green space is needed more than ever within built up areas , with an ever expanding population it is important to maintain areas near by to provide not just parks and wooded areas, but also provide spaces for outdoor activities, this is an excellent space near to town accessible by bus and suitable for a number of activities even if football club doesn't want to lease this site , it's not for a football club managers to demand another site at the expense of community green spaces , this includes green sites around town .
The councils has a responsibility and were entrusted to look after the welfare of residents. Land that was give in the past to the community for their mental and physical needs to maintain a green area for which outdoor activities are easier to access is vital.
I hope more thought is given to the type of town development we need, that includes areas that are easy to get to, we all need Halls and entertainment venues and large grounds to encourage a wider choice of activities suitable for all .

I strongly object to the planning proposal HS/OA/20/00673.
Petition Comments:
The proposal offers nothing to compensate for the loss of the well used Sports and Social Club and the football club which would have a negative social impact in a deprived ward and a locality with little other community infrastructure. The Tilekiln facilities would not offer a viable alternative given the distance and inconvenience of getting across town.
The proposal offers inadequate drainage of water and sewage provision for 86 houses adding to the existing problem of local flooding, sewage overflow and erosion regularly occurring in several roads downhill from the Pilot Field.
The proposal underestimates the volume of traffic created by 300+ occupants which will result in congestion, more rat runs, and the Ridge becoming even more hazardous
The proposal provides inadequate parking for residents and none for visitors leading to hazards and obstructions associated with increased overflow parking in surrounding roads where pedestrians, buses and emergency vehicles are already hampered by parked cars. Only yesterday my husband need to direct a bus driver who could not get through without assistance because of parked cars on both sides of the road where we live.
The proposal lacks sufficiently detailed plans to protect the local ecology containing a wide diversity of animals and plants including protected species around the Pilot Field. These include badger setts, bat roosts, mature and rare trees and plant's plant indicators of ancient woodland. Developer's plans are overly optimistic regarding the space required by the development which will encroach on the surrounding woodland.

We have recently moved back to the area and ourselves have struggled to access essential services such as a GP and Dentist. Our current local GP has now stopped taking on new patients and it is not possible to register with a dentist, there are no places available.
We are also aware of the impact on local roads as a result of over development as well as the worsening of flooding in the local area. In fact, the road we live in had a sink hole in it this year as a result of flooding.
May I draw attention to the obligation of New development and flood risk Flood and Water Management Act Section 11(4)). This increased risk of flooding due to poorly management development as per the East Sussex Flood Risk Strategy 2016-2026, below:-
[Coordinating local flood risk management with the planning system is a key priority. East Sussex, like the rest of the South East, is expected to accommodate further growth to meet social and economic needs. However, if poorly managed and designed, development can create the significant issues of surface water flooding and water pollution.
This strategy looks toward limiting the risk to, or caused by, new development by providing detailed local flood risk and drainage information. Improving the evidence base for local flood risk management will also help the development planning process and make sure that flooding issues are considered at the very earliest stages of site identification and design.
The National Planning Policy Framework requires planning authorities (such as the County Council, district and borough councils and the South Downs National Park Authority) to consider all forms of flood risk when drafting development plans and in making decisions on development proposals. This strategy sets out standing advice on the drainage and local flood risk constraints in the county for developers and planning authorities.
As Risk Management Authorities, district and borough councils as Local Planning Authorities are under a duty to have regard to the Strategy when developing their functions (Flood and Water Management Act Section 11(4)). In its role as a Lead Local Flood Authority, the County Council
is also consulted on the development of Local Plans.]
In addition, the local area including our property has a high proportion of single level properties which would have their privacy totally invaded by the planned development.
There would be a detrimental impact on local wildlife and the ecology of the local area.

I totally understand the need for more housing everywhere at present,but not to the detriment of sports facility's, this is a well used ground and is accessible for all ,and especially local people who would otherwise have to travel to the other side of Hastings. Exercise and health for all is important.
Could this ground not be improved? I understand the club has a new sponsor,or would they consider selling shares so we can all support it's redevelopment into a first class facility?
My other issues are as already commented by others;
Drainage of surface water. During heavy rain this runs into my back garden,past the west side of my bungalow,then down my garden and drive, and onto the road,adding to the burden there. It appears to come from the south grandstand roof down pipes ,this will only get worse when the pitches and surrounding area are concreted over.
The grandstand mentioned above is due to be replaced with eight 3 story houses of similar height which will look directly down onto my bungalow. I am unable to see from the plan which rooms will overlook me, and remove my privacy.
I currently enjoy a family of Badgers and foxes that use the wooded area behind my garden. There are from my observations five sett entrances,two of which are %Comment Redacted%. They are active daily,and under current guidelines cannot be disturbed or moved.How do the developers intend to deal with this? I have recently erected two bat boxes to provide additional space for the colony that live there.
When looking at the plans little thought has gone into where the buildings sit within the site, I would have thought the flats should front Elphinstone rd, with the car parking in front of them.Then the lower height dwellings around the periphery,with the townhouses central. The number of vehicle parking spaces and movements has been greatly underestimated and is unrealistic of current and future trends.
What gains do the council hope to secure from section 106 for the local community?
I strongly suggest this proposal is refused as inappropriate.

My ex boyfriend's car was written off when parked legally outside my house. If we'd been inside we would have been killed. When cars are parked on the road it's too narrow for cars to pass so they have to pull in behind a parked car. However, the road is very steep, especially outside my house. People come round the bend and especially if there's been rain or their tyres are lacking tread as in the case of this delivery driver, they misjudge the incline and this is what happens. A few years ago someone lost control of their car on the icy surface. It skidded into the wall a few doors down from me and broke the stone wall which was replaced with bricks. Prior to that, some years back. a car ended up in someone's front garden. Since the Bexhill road was built they've encouraged more traffic but it's an extremely dangerous road and will lead to fatalities.

I would like to object to the current application for redevelopment of the football field site on the grounds of overcrowding. I regard the density exhibited in the plans as far too heavy for the site and the area and believe it will put too much pressure on local services. The density shown in the plans is more than double that for existing neighbouring sites with two houses indicated for every one shown in existing housing areas.
